Gov. Rick Scott has ordered all national and state flags to be flown at half-staff Thursday at the state capitol in Tallahassee, Brevard County Courthouse and Palm Bay City Hall in honor of Marine Gunnery Sgt. Jonathan Gifford, a Palm Bay man who was killed while serving in Afghanistan.
